Is IPTV Legal in the UK?

IPTV is a method of delivering television or video over internet networks. The technology itself is not automatically unlawful. The practical distinction

Lawful services have permission to supply the relevant material in the relevant territory. That permission may come from ownership, a licence or another valid legal basis.

Problems arise when copyrighted programmes, films, broadcasts or recordings are copied, communicated, supplied or resold without permission and no legal exception applies.

UK Government guidance states that using copyright material generally requires permission, a licence, ownership of the rights or an applicable exception.

What a buyer should check

Ask the supplier to identify:

  • Contracting business
  • Exact package
  • Territory covered
  • Rights owner or licensor
  • Permission to distribute
  • Permission to resell, when relevant
  • Duration of the permission
  • Supported devices
  • Price, renewal and refund terms

A player app, playlist format, panel login or payment receipt does not by itself establish that permission exists.

What a reseller should check

A reseller should obtain written confirmation that the upstream supplier may supply the relevant package and that resale is permitted in the intended territory.

Panel access does not create those rights. When the evidence is unclear, do not market or resell the package until qualified legal advice has been obtained.

Higher-risk signs

  • Protected services or broadcasts are named with no rights explanation.
  • One inexpensive package claims to include almost every premium service or sporting event.
  • Marketing focuses on avoiding enforcement, network restrictions or app-store controls.
  • The seller has no clear contracting identity or terms.
  • The reseller agreement shifts responsibility without explaining the upstream rights.
  • Unofficial player downloads or modified devices are required.
